The New Year day was the coldest this season, the night temperature dipped to minus 7.4 degrees. In Fatima's house in uptown Srinagar all the water pipes are frozen. In the biting cold, Fatima has to go out to the Jhelum River nearby to fetch water. Worse, six to eight hours of power cuts a day are routine.
