WFIL-TV became WPVI-TV on April 27, 1971 when the station was purchased by Capital Cities. The sign-off seems to be from then as it appears to be Spring. Here is a stirring version of the Star-Spangled Banner (SSB) that was played by WTAF-TV just prior to the station's actual sign-off (which I uploaded as a separate video due to file size restrictions).
